PA West rule change for Spring 2006/Fall 2007: Effective immediately…substitutions are permitted at any stoppage in play at all levels of the game, in-house through classic. The player must be at the midfield line ready to enter the game at the time of the stoppage to be eligible for substitution.

Previous PA West Rule changes: Exhibitions: Travel teams are now permitted to use a player or players (same age group of younger) from another team within that club for a scheduled game, but the games designation would be changed from a league game to an exhibition game. The team would be required to provide a proper line-up card and player passes for all players, a roster would not be required. The line-up card would be marked “exhibition” and would be counted as a game played toward league/division requirements. All suspensions from red cards issued during an exhibition match carry to the next league match and exhibition games cannot be used to serve a suspension. U10’s and younger will not be permitted to play up.

Important New FIFA rule changes/decisions for 2005/2006 which continue in effect:

Slide Tackles (Law 12): On slide tackles, a send-off (red card) and direct kick will be assessed if a slide tackle is made from any direction (not just from behind), which in the opinion of the referee, endangers the safety of an opponent.

Throw-ins (Law15): Opponents must stay at least 2 meters (a little more than 2 yards or 7 feet) from the thrower until the ball is in play.

Offside (Law 11): is determined by the head, body and feet, not the arms. In addition, FIFA now provides explicit definition as to what constitutes “interfering with play,” “interfering with an opponent” and “gaining an advantage by being in that position” as described in the following Decisions of the International F.A. Board:

Decision 1 In the definition of offside position, “nearer to his opponents’ goal line” means that any part of his head, body or feet is nearer to hisopponents’ goal line than both the ball and the second last opponent. The arms are not included in this definition.

Decision 2 The definitions of elements of involvement in active play are as follows: i. Interfering with play means playing or touching the ball passed or touched by a team-mate. ii. Interfering with an opponent means preventing an opponent from playing or being able to play the ball by clearly obstructing the opponent’s line of vision or movements or making a gesture or movement which, in the opinion of the referee, deceives or distracts an opponent. iii. Gaining an advantage by being in that position means playing a ball that rebounds to him off a post or the crossbar having been in an offside position or playing a ball that rebounds to him off an opponent having been in an offside position.

Disciplinary Sanctions (Law 12): The referee has the authority to take disciplinary action, as from the moment he enters the field of play until he leaves the field of play after the final whistle.

Penalty Kicks (Law 14): If, before the ball is in play, the player taking the kick infringes the Laws of the Game, or a team-mate of the player taking the kick enters the penalty area or moves in front of or within 9.15m (10 yds) of the penalty mark: If the ball does not enter the goal, the referee stops play and restarts the match with an indirect free kick to the defending team.
